BSE was first recognized in the United Kingdom in November 1986. It was not long before it was discovered that the agent was transmitted through feed, and specifically, meat and bone meal. In August 1997 the Federal Food and Drug Administration (FDA) passed a new rule that prohibits feeding cattle and other ruminants (sheep, elk, deer, etc.) some commonly used protein feed ingredients made from certain mammalian tissues.
